Millsboro man still at large, charged with murdering stepfather State Police are asking for the public's help finding a Millsboro man they say killed his stepfather Monday. Police say Cullen Phillips argued with Clifford Paynter, Junior at Paynter's house Monday afternoon, and Phillips went to his car, got a rifle, went back into the house and shot Paynter once in the chest. Phillips left the house on foot after the shooting. Anyone who knows where Phillips might be can call 9-1-1, State Police or Crimestoppers.
