Christina audit shows shoddy bookkeeping

The state auditor says the Christina School District paid out thousands of dollars to former city councilman Norman Oliver, and didn't keep track of how the money was used.
The report by Tom Wagner says between July 2005 and October 2006, the district paid
more than 294-thousand dollars for services from Oliver and two businesses he owned. The
services included after-school programs, teaching, tutoring, and air time on state
representative Hazel Plant's TV show.
Wagner says the district never documented whether they got the services. He also says
Oliver was paid 20-thousand dollars in advance for an after-school program, but that the
state requires vendors to be paid only after services are received.
This report comes after one released in May detailing Oliver's contracts with the Red
Clay School District. In that report, Wagner noted Red Clay gave Oliver a no-bid
contract, then did not document whether the services were provided.
