Auditor finds improper practices in Red Clay

State Auditor Tom Wagner says a special investigation the Red Clay school district has uncovered several improper practices that he says are evidence of a lack of management.

Wagner says the investigation found the district improperly used money intended for minor capital improvements for

major improvements, including buying land and buildings. He says the misspent funds ranged between $600,000 to $800,000.

Wagner also found service contracts that were not properly put out to bid.

Wagner began the investigation after receiving complaints on his office hotline. He says the district must improve its management oversight.
