Carper: Reconciliation will pass health bill

Senator Carper says Democrats will be opting for a rarely used practice to push a health care reform measure through.
He explains the process:  Audio Here Carper says a
key component to any health care plan has to include ways to crack down on Medicare
fraud. He's introduced the Improper Payments Elimination and Recovery Act, which he says
will help protect tax payer dollars and root out waste and fraud at all levels of
government.
