A former employee of the Delaware state insurance department is running against his old boss.

Mitch Crane is formally announce his candidacy for state insurance commissioner Thursday.

Crane says he left the department because he sees a need for improvement in how the insurance department serves Delawareans.

"And so I left the department. I left January of 2011. I gave six month notices, and it was three or four months later that discussions led me to think that maybe I ought to run. I did want to. But I really believe that the Insurance Commissioner needs to be a consumer advocate, but also needs to be somebody who knows how to get the job done, and I think I'm uniquely qualified to do that," says Crane.
