JFC wraps up work on FY '13 budget

The General Assembly committee that writes the state's budget has finished its work on the $3.5-billion-plus spending plan for Fiscal Year 2013.
Joint Finance Committee co-chairman Senator Harris McDowell (D-Wilmington) says the budget is 2.2% larger than Fiscal Year 2012's budget, and that's pretty good.
"It holds a good line on growth. We're under CPI. And it's really under what state budgets around the country have been. So I think it's frugal and not foolish," McDowell said.

Co-chairman Representative Dennis P. Williams (D-Wilmington) says it's a solid spending plan.
"There's always some people that will disagree, but I think it's a good package. And, you know, elected officials sometimes just want to make a point, and let's see what happens," Williams said.

The budget contains a 1% pay hike for state workers and retirees.
Next up for the JFC is a review of the deal between Governor Markell and Attorney General Biden on how to spend $10.6-million from the National Mortgage Fraud Settlement.
The panel also has to work on the grant-in-aid budget, which funds volunteer fire companies, programs for seniors and other community activities.
