A bill making child abuse a stand-alone crime in Delaware sailed through the state Senate Tuesday.

Senate Bill 24, sponsored by Majority Leader Patricia Blevins, an Elsmere Democrat, establishes first, second and third-degree child abuse counts, and stiffens penalties against those who harm infants, toddlers and disabled kids.

The bill passed 21 to nothing, and now goes to the House.
