That's why Mayoral hopeful Scott Spencer is pounding the pavement in search of 1,000 signatures he can send to Governor Markell to show the dramatic need for a city homicide unit no matter the cost.

"The cost of a Wilmington homicide police unit is a lot less than the cost in lives lost, in businesses that leave the city, and residents that leave the city because we don't have any visible means of investigative capabilities that other cities have," says Spencer.

In the interim, Spencer says the city should use the state and county homicide units to help curb violence.

Kimberly Jackson of the city's north side signed the petition.

"Living in Wilmington you see, you hear gunfire all the time. You know people who've been shot, killed, and it's just dangerous to walk the streets. When I was a young girl around here we would walk around, and you know, just go to the store at night, but now you're scared to come out," says Jackson.

Spencer hopes to gather more than 1,000 signatures to send the petition to Governor Markell within 30 days because "lives are on the line." Copies of the petition will go to County Executive Paul Clark and Mayor Jim Baker.
