New law makes tethering your dog 24/7 animal cruelty

Tethering your dog 24 hours a day is now considered animal cruelty in Delaware.

Anne Cavanaugh, the Executive Director of the Delaware SPCA, says this law is a game changer.

"We've seen dogs that are left outside. No matter what the weather is as long as they have proper shelter, there was nothing we could do about it, but this will make a big difference," says Cavanaugh.

Cavanaugh says tethering your dog can make the animal become lonely, territorial, and even dangerous, and they don't deserve to live life on a chain.

"We think dogs and pets should be part of the family and not be tied outside, and dogs are social animals; they want to interact with humans, so we want to give these dogs a chance to have a real life," says Cavanaugh.

The bill was sponsored by Senate Majority Leader Patti Blevins (D-Elsmere) and Rep. Earl Jaques (D-Glasgow), who say the law gives animals a voice. They're both members of a new animal welfare task force that will start meeting in the fall.
