Cancer claims the life of Dover council member

A member of Dover City Council has passed away after a battle with cancer.
Councilwoman Sophia Russell died over the weekend, according to city officials.
Russell served Dover's fourth district, and was first elected in 2005.
She was a resident of Dover since 1947.
