The Data Quality Campaign's "Data For Action 2012" report says Delaware is one of only 10 states that's implemented 8 of the DQC's "10 essential elements" for building a database.
"First and foremost, they have really led the nation in creating a strong teacher-of-record definition, which is able to connect individual teachers with individual students," DQC Executive Director Aimee Guidera tells WDEL News.

Guidera says Delaware's also been producing a high-quality high school feedback report, and is one of 14 states to link its education and workforce data systems.
