Dover Police charge TX man with child rape
Dover Police charge a Texas man with child rape.
Dover Police say 52-year-old Frank Smith forced a nine-year-old girl to have sex with him and threatened her not to say anything one year ago at the Dover East Mobile Home Park on South Little Creek Road.
Police say Smith then moved to Texas, where he's been arrested and is awaiting extradition back to Delaware.
