Man shot in Dover stairwell keeps quiet on shooter

Police are looking for whomever shot a man in Dover early New Year's Day.
The 38-year-old victim tells police he was in a stairwell at the Whatcoat Village Apartments at about 4am when he was shot in the neck.
The victim hasn't been cooperating with police as to who shot him, and they have no motive for it at this point.
