Sex offender wanted by investigators
Delaware State Police are searching for a Tier III sex offender.
60-year-old Kenneth Wiggins, of Wilmington, is wanted by Sex Offender Apprehension and Registration agents for failing to re-register his home address - which is required by law - and for Escape After Conviction out of New Castle County Superior Court.
Wiggins is described as a black male, about 6'1", weighing 215 pounds.
Authorities say he is a high risk sex offender.
