2nd chance for old neighborhoods

They're called Blueprint Communities...Nine areas selected for a program designed to give older neighborhoods a second chance, and plan for community renewal.

John Price, President and CEO of the Federal Home Loan Bank of Pittsburgh which is helping to fund the initiative, says the program organizes stakeholders to actually invest their own time and effort to revitalization.

Neighborhoods were selected based on their ability to assemble broad-based, diverse teams to develop strategic plans for the future, but as Congressman Castle points out, the money doesn't flow until leadership teams from each community goes through a training program and outlines it's development plan.

Eight of the communities are in, or surround Wilmington, with the ninth in downtown Dover
