Delaware's Health and Social Services Secretary fills in to deliver Gov. Markell's weekly address.

Rita Landgraf highlighted a state campaign to fight hunger called "Share a Second Helping" in the weekly message.

"In my agency, the Department of Health and Social Services, we serve 156,000 Delawareans who receive Supplemental Nutritional Assistance Program benefits," she said." In November, cuts by Congress reduced our SNAP budget by $16 million. Working with partners like the Food Bank, we are determined to close that gap and make sure that no one goes hungry."
