Cullis cool to Spencer's proposal

Spencer's Republican opponent says a candidate donating a part of donors' contributions to a charity of his choice sounds nice, but has pitfalls.
Hockessin businessman Fred Cullis says one of those involves the money's tax status.

yet returned calls seeking comment.
