A shoplifting suspect gets into more trouble as police say he shoved heroin baggies down his baby's diaper.

New Castle police went looking for 25-year-old Michael Penn of Birkshire Road Tuesday. They identified him through video footage as a suspect in a shoplifting incident July 6th at a Verizon store. The found Penn in Oakmont Park carrying two of his young children and his other child, a 7-year-old, riding a bike next to him.

When police asked Penn to put the children down, he refused and was seen putting something in his 8-month-old's diaper. Police took Penn into custody and found 16 baggies of heroin in the baby's pants.

Penn was charged with shoplifting, three counts of endangering the welfare of a child, and drug possession. He was released on $4,500 unsecured bond. The children are with their great-grandmother.
