Jim Jones, Director of the Delaware Department of Finance, says the ordinances before Council will rectify past grievances with contractors in Delaware, but won't introduce new taxes to the taxpayers.

The issue facing Council is one of contractors coming in from other states, hiring out-of-state people, some of who are not legal citizens, and not paying taxes to the city or Delaware at-large.

If passed, the Departments of Finance an Licenses would work together to make sure contractors are updating their business licenses and complying with the updated regulations.

Council will vote on the ordinances on November 19th.
