County Police Chief Elmer Setting administers the oath to Wilmington's police officers at the City County Building in Wilmington. County Executive Tom Gordon says the new agreement streamlines investigations.

"It helps both departments. When there is a crime in New Castle County that's close to the city, they might be able to expect a Wilmington police office a block away to come out and assist, and vice versa," Gordon said.

Setting says the cooperation already in place was evident at February's county courthouse shooting.

"A ton of Wilmington police and a bunch of my officers, so, no one was turning around and saying 'Who's who?' At that moment, we were all police officers. That's who we were," Setting said.

Setting says jurisdictional lines don't mean anything to criminals, and police forces can't afford the lines anymore.
