A nighttime closure of multiple lanes on the interstate in New Castle County was announced this week by the Delaware Department of Transportation (DelDOT), to be implemented for the week of April 16 through April 20.
The clock-based closures were ordered so that the contractor for DelDOT's SR-141 and Interstate 95 Ramps project, Mumford and Miller Inc., could place five I-beam structures, as part of the new bridge on 141 that crosses over the interstate.
As a result of the closures, certain traffic will be shifted--on both I-95 and I-295, in the area of the 141 interchange--on a nightly basis. Accordingly, delays are anticipated and alternate routes are strongly encouraged.
"Even though it's an overnight closure," warned C.R. McLeod, DelDOT's Director of Community Relations, "it's going to cause issues because it's going to be down to two lanes and there's even traffic at night."
The work begins Monday, April 16, 2018, at 8 p.m, when northbound I-95 is reduced to two lanes on the left side of the highway.
Concurrently, I-295 traffic will be shifted over to I-95 northbound, between Exit 5 and an area just past the Route 141 northbound interchange. At that point, traffic will be permitted to merge back onto I-295 northbound.
"We're not really detouring traffic too far out of their way," McLeod assured. "What we had done at the beginning of this project, just north of that 141 bridge, we [created] a temporary crossover, that we keep coned off when we're not using it. But when we're doing closures such as this, we're able to shift the traffic right back through that crossover."
The shift for I-295 traffic will conclude following the overnight hours of Tuesday into Wednesday, April 17 to 18.
"Then heading into the mid and later part of the week, beginning on Wednesday at 8 p.m., we'll be closing the I-95 lanes and shifting them over to the 295 lanes, to allow the beams to be installed over I-95," McLeod revealed. "That's really where we think we're going to see some significant delays because all of the I-95 northbound lanes will be closing and we'll be sending everyone onto I-295."
Shifted northbound I-95 traffic will then use the same crossover point that I-295 traffic used to get back to the northbound I-95 lanes past the project limits.
"We're just flipping it. And that's actually Wednesday, Thursday, and Friday night."
DelDOT also advised of the following restrictions during the multi-phase project:
