A former Dover city councilman was charged with driving his pickup truck through a crowd at Dover's Point of Pride parade.
90-year-old Reuben Salters drove his pickup truck up to West and Forest Streets around 8:15 a.m. Saturday, Dover police said.
The area was closed to traffic for the parade, and Salters got out of his truck and moved some barricades when a parade organizer explained that the streets were closed.
Salters then got back into his truck and hit the man, continuing to drive into the crowd, according to police.
He's out on bail, charged with vehicular assault and failure to obey a traffic control device.
