A 61-year-old Dover man driving while high on heroin was charged with DUI and assault after causing a crash at an intersection, city authorities announced Wednesday. 

According to Dover Police, John Stroud was driving along Loockerman Street eastbound in the westbound lanes around 12:10 p.m. on Tuesday, July 9, 2019, when he entered the intersection at South DuPont Highway and struck a vehicle being operated by a 46-year-old man. 

The victim was transported to an area hospital for non-life-threatening injuries. 

Police said it was determined Stroud had been using heroin prior to the crash and was charged with driving under the influence, second-degree vehicular assault, and driving without a license. He was released of his own recognizance.
