On Friday, a number of road closures will accompany the funeral services for Delaware State Police Cpl. Stephen J. Ballard as the state pays its respects to the fallen officer at Wilmington's Chase Center on the Riverfront.
The Delaware State Police and Delaware Department of Transportation announced motorists should expected travel delays throughout the morning and afternoon of May 5, 2017, particularly in the areas of:
- Northbound lanes of I-95 between Exit 4A/Christiana Mall and Exit 6/Martin Luther King Jr. Boulevard, which will close at 6 a.m., and reopen following the procession of emergency vehicles traveling to the Chase Center.
- A second closure will occur in that same stretch at 8 a.m. for a second, final procession.
- At noon, the procession will leave the Chase Center for the Gracelawn Cemetery at 2220 North DuPont Highway, following a route along Justison Street -to- Martin Luther King Boulevard -to- South Market Street -to- North DuPont Highway -to- Lovelace Avenue for a U-turn -to- the cemetery itself.
Motorists are advised to use alternates routes of DE 896, US 40, DE 273, and US 13. Delays should be expected along these routes due to the increase volume of traffic being diverted from the highway.
A free shuttle service will be provided by DART, running from the Route 273 and Route 7 Park and Ride to the Chase Center, beginning at 7 a.m. until 9 a.m. with return service offered from 10 a.m. to 1 p.m.
Regular bus service will be adjusted to avoid closures. Delays should be expected. Commuters are encouraged to use SEPTA's Wilmington/Newark Line from Newark to Fairplay stations to avoid delays.
Access to the Chase Center will be restricted. Members of the public looking to attend are asked to use off-site parking.
